I have made some enquiries with regard to the complaints that have lately appeared in the local newspapers and in reports of the meetings of the Sanitary Board of the action of officials of the Sanitary Board and Public Works Departments in the matter of the enforcement of building and sanitary regulations and it seems to me that there are probably some grounds for these complaints at any rate in so far as they refer to inconsiderate action on the part of these officials.

While I do not contemplate modifying the Ordinance of 1903, which represents the fulfilment of the request contained in the final paragraph of the petition which was presented to the Secretary of State five years ago by over 1,000 of the most prominent citizens of the Colony, I think the very stringency of the regulations enacted by that Ordinance requires that they should be most carefully and reasonably administered.

It is unsatisfactory that while general complaints are being made that the present administration of the regulations is not careful and reasonable no specific instances of this are brought before me.
